Kevin has considerable experience of public safety ‘best practices’ relative to background investigations, hiring, training, supervision, promotion, retention, crisis and critical incident management, police misconduct and internal investigations.

Background Investigations, Recruitment and Hiring

Kevin has training and experience as a police sergeant conducting law enforcement pre-employment background investigations. He participated in the recruitment of police department employees and coordinated all phases of the hiring process. Kevin also owned a private investigative company for over 5 years, Gables Finest Investigations, Inc. The primary function was completing background investigations in compliance with Federal Aviation Administration standards for airline personnel.

Supervision, Training, and Retention

Kevin has nearly 15 years experience as a law enforcement supervisor. He served as the Coral Gables Police Department Field Training Program Lieutenant for over 5 years. In this role, Kevin was solely responsible for  decisions regarding satisfactory completion of training and participated in decisions regarding retention of personnel.

Promotion

Kevin was trained as a promotional assessor. He participated with local law enforcement agencies in the promotional assessment process for the position of sergeant.

Crisis and Critical Incident Management

Kevin served as the Coral Gables Police Department Crisis Management Team Commander. The Crisis Management Team is comprised of the Crisis Negotiation Team and Special Weapons and Tactics (SWAT) Team. Kevin received the Coral Police Department's Life Saving Award for his interaction with a person experiencing a mental health crisis.

Police Misconduct, Use of Force, and Internal Investigations

Kevin has extensive training and experience as an Internal Affairs Investigator and Acting Unit Commander. He reviewed and investigated complaints and allegations of misconduct, including use of force issues, of police department employees.

Training and Experience in Specialized Areas

Sexual Harassment and Equal Employment Opportunity Commission

Kevin has training and experience investigating allegations of sexual harassment. He was recently instrumental  in a law enforcement employee receiving considerable compensation, compensatory and punitive, in a civil suit as a result of sexual harassment by a superior. The law enforcement employee was also awarded damages pursuant to an EEOC case.

Veterans Issues

Kevin worked as a Licensed Clinical Social Worker with the Department of Veteran Affairs in Atlanta for over 6 years. He worked as a liaison to a treatment program for veterans diagnosed with Post Traumatic Stress Disorder and/or Traumatic Brain Injury. Kevin facilitated nationally mandated training to Atlanta VA police personnel on interacting with veterans with PTSD and TBI. Kevin has a strong working knowledge of VA systems and access to veteran treatment and benefits.

College mental health

Kevin worked as a mental health professional at the University of Georgia in the Counseling and Psychiatric Services program. He served on the Alcohol and Other Drugs team and provided general mental health services to students on a variety of mental health issues.

Community Mental Health

Kevin worked as a Child and Adolescent therapist for a community mental health agency. He provided individual, family, and group mental health and substance abuse services to clients. Kevin served as member of the Habersham County (GA) Multi Agency Team for Children (MATCH) committee in the review and utilization of local resources to best serve clients and their respective families. He also served as a member of the Habersham County Child Fatality Review Panel. On an interim basis, Kevin supervised the Psychosocial Rehabilitation (PSR) program for adult consumers.

Residential Juvenile Services

Kevin served as the Clinical Director for a State of Georgia residential wilderness programs for adolescent boys committed to the Department of Juvenile Justice. Kevin coordinated and provided oversight of clinical services. He participated in providing educational services to parents and caretakers of program participants. Kevin participated as a consultant with various community agencies to facilitate and utilize available resources.

Law Enforcement Mental Health

In November of 2018, Kevin founded ‘Law Enforcement Response to Mental Health, LLC’. He provided training, consultation, contractual agreements, presentations, and clinical services related to law enforcement and mental health. Kevin worked as a consultant with the Georgia Department of Public Safety, Office of Public Safety Support, in the development of policy and delivery of services.
